As Twitchy has reported, despite its comprehensive gun control laws, London has overtaken New York in murders, and the reason is knife crime. London Mayor Sadiq Khan made it clear Sunday that knife control is in full effect:
The Metropolitan Police launched Operation Sceptre in 2015 to combat knife crime, and in March, the Regents Park Police tweeted a photo of items found and safely disposed of during an Operation Sceptre weapon sweep. The photo was picked up an went viral Monday in light of Englands reinvigorated push against knife attacks.

Every tool can only be owned and carried by a trained and licensed user Who has had a complete background check. All tools must be locked in approved locking tool boxes or carried fully disassembled.
Pneumatic or electrically powered tools that allow for placement of nails or other dangerous tool ammunition are outlawed completely.
In addition to a normal building permit, contractors now must get a tool operators permit for each job. Some stricter municipalities require a 6 month waiting period for approval of those.
As Mark Stein has said, everything in England is policed, except crime.

Britain is so screwed up with those "Councils" I would go so far to say they would make contractors lock all their tools in a special Council storage facility. Said facility open between 8am and 5pm ( can't have a Council employee put out by having to wake up early) and any contractor missing the turn-in time would get a fine and possible jail time.
