When I was a kid if Mom or Dad said "No" in the grocery store there was no screaming or crying and if you did you got your butt busted right then and there or later but you know it was coming. Kids knew better. No meant NO. Not these spoiled brat snowflakes.

In a very small town where everyone knows everyone and even small kids know neighbor town folk personally, a non-parent might be able to pull off such a spanking. An anonymous person cannot pull it off without repercussions.
I remember being spanked once by a neighbor, along with a playmate, while at that neighbors house. When it was reported to my mom she commented that it must have been my fault; the neighbor would not have done it if I didn’t deserve it.

The man would have been better off telling the parent to shut his brat up-but otherwise I agree entirely with your assessment-no one has the right to inflict their ill behaved kids on others in a public venue. I brought up my cub the same way as my mom did me and my sibling-just as we did, my cub knew the phrase “just wait till I get you to the truck” meant stop it now or get your butt smacked somewhere between here and the parking lot. If I see a parent discipline a kid in the grocery store out here, I always thank them for being a responsible parent.

Right or wrong I wouldn’t have allowed anyone, much less a drunk Mexican, to mess with my kid. I tend to get very unreasonable real quick when someone messes with members of my family.
Totally disagree, I would be outraged if a drunken stranger smacked my toddler three times. Unacceptable behavior.
It's not so much what you don't know that will get you in trouble, it's what you know that ain't so. I have nothing to lose anymore. Nothing. I would never spank anyone’s kid, but I have on occasion told parents to put on their dad pants and straighten their kid out.
