I have had cats who produced a great deal of hair and never had one that looked even close to that. Perhaps with a long haired cat but this is a short hair. Their hair does not grow that long.
The fur around the head and ears looks well cared for.
I am going to tentatively say that this is a hoax of some kind.
While I don’t personally care for cats, I would not even consider treating a cat this way.
My long hair Maine Coon needs daily pruning.

I’m sorry. I have owned many longhaired. .Methinks this is a prob with the owner. This looks like intentional ‘dreadlocks ‘. JMO.

Used to have a semi-long hair who would leave a MAT of hair where he laid down. I just can't see dreadlocks because even with a long hair their hair does not grow that long.
Humans and certain dog breeds have hair that keeps on growing so they can have dreads. Cats just don't AFAIK.

Well, the article did say that the owner was an elderly woman who’d just been transfered from her home to an assisted living facility or some such.

I hate to be a spoil sport but how typical of the libs to be utterly devastated at the mere thought of a cat weighed down by excess fur - now babies slaughtered, chopped up and sold for their body parts, well that’s “a mother’s choice,” not to mention, Planned Parenthood’s (what a misnomer there) choice to add to their bottom line, but that poor cat - oh the humanity !

When cats get old, they stop grooming themselves properly and this can form, granted this has been going on for years. The matted fur just clings together over time during the shedding seasons. Easiest way to help with this, brush the cat during shedding season.
Young cats, like under 15, don’t have this problem, because they groom themselves regularly.
This can happen, this is just a really really bad case of matted fur.

If cats get too fat they can’t groom their whole body and some times they get matted up really bad where they can’t reach to clean. To add to their misery when the get fat they end up having all kinds of medical problems just like humans. Most the time when you have a cat that gets to fat it is a sign of a cat owner allowing the cat to eat all day.
My Maine Coon gets matted too, I take him to the groomer at the vet and they give him a lion cut and he’s happy, cause I take him when it starts getting hot.
