Did you ever think that maybe he and she wanted to get married earlier but this Ferguson mess got in the way of that? There are circumstances that can delay marriage intentions, you know. I know about that personally.
I requested permission to get married overseas and the commander sat on the request for 8 months. I finally had to confront him personally about it and demand why the delay. He had no reason, really. He approved it right there when I threatened to go to the IG.
