Obama won't "sit and wait for Congress" --- but that is now, not 2007.
Candidate Obama 2007, speaking against GWB use of Executive Orders:
"These last few years we've seen an unacceptable abuse of power at home. We've paid a heavy price for having a president whose priority is expanding his own poawer."
George W Bush's use of Executive Power (the pen and the phone) didn't even come close to Clinton's use of this.
