“Is German for basketball”? I’m a little confused here too. The question doesn’t really make sense.
IMHO.
The question might not make sense but Bieber made clear he didn’t know what “German” meant.
Does he at least speak Austrian?

Then he just repeats "Is German for basketball, true or false?" The interviewer doesn't repeat the question in full, "Bieber, is German for baskbetball, true or false?"
Biebier is German for “stunned”.
He was asking Bieber if his name “Beiber” meant “basketball” in German. Pretty simple and obvious.
Also pretty simple is Bieber, who had no idea what the word “German” meant.
The interviewer had a very thick, peculiar accent, and he flubbed asking the question, which was intended as a joke but it didn’t make much sense the way he read it. I’m no fan of Bieber, but this is sort of stupid.
And old. I saw this video quite a while ago. While it's unlikely that Bieber's gotten smarter since then, I doubt he's any dumber.
I’m more concerned why the OP is looking at Bieber videos.
I’m reminded of the time Kelly Pickler was astounded to learn that, a) Europe is not a country, and b) Hungary is.

The beautiful people got rich on their good looks. They never needed to develop their intellect. With millions of teenage girls going gaga over them, they can be stupid and rich.
OK there are a lot of reasons to dislike pop dingbats but this is not one of them.
If someone asked you “Is german for basketball?” what would your answer be?
I think (and I could be wrong) that the word “bieber” may be a german word for basketball (???) and he was being asked “Did you know that your name the same as the word for ‘basketball’ in German?” But the way the question was posed (with very poor grammar and a heavy German accent) it made no sense to me either.
Maybe it’s me but I still don’t understand.
“Oh, German! I’m sorry, I thought there was something wrong with you!”
At least he didn’t mention the war.
