Do they expect a lot of traffic in this part of the galaxy? If by in this part of the galaxy you mean in the earth's atmosphere and near civil airports and military airbases, they can reasonably expect enough.
Have you seen them all lit up near Mars, the asteroid belt, or in orbit around Uranus?
