Packs of ten cigarettes could be banned under a European proposal to crack down on smoking.
The EUs Health and Consumer Commissioner also unveiled plans to ban menthol cigarettes and to force companies to cover three quarters of their packs with a picture warning. The idea is to make smoking less attractive to children, who are more likely to buy smaller packs of cigarettes with their pocket money. Youngsters are also more likely to buy flavored cigarettes such as menthol and strawberry.
The EU wants the new rules to come into force across the continent by 2016. Under the proposals, packs of less than 20 cigarettes would be banned, as would slim cigarettes. E-cigarettes, which are used by many people wishing to quit the habit, would also have to carry health warnings for the first time, because they contain nicotine.

wouldn’t it be simpler to ban kids from smoking and to ban people from selling/giving them cigarettes?
It turns out that doesn't work because people just won't do what you want them to do.
So they'll try this, and when it doesn't work, they'll try something else, and that won't work. But it will put a lot of people in jail, tie up a lot of police and court time, and money will get made by most folks, except the ones that really don't want kids smoking.
Welcome to the 21st century. It sucks slightly less than the 20th century so far, but give us time. It's early days.

When I was in Germany on business in 2000, I saw kids at a schoolbus stop where there were cigarette vending machines.......
What they need to ban is cars near schools and the filthy two inch tailpipes. Those smokers driving near children are the real problem
but at least they will let the kids kill themselves by choosing euthanasia

Yeah, teenagers respond super well to government forbidding things. Works really well here in the US with alcohol.
English kids have been buying small packets of smokes for eons. This reminds me of a comic song that was recorded 100 years ago, “Little Willie’s Wild Woodbines”. Woodbine was a cigarette brand.

Actually - those are the only ones who WILL be making money.
I remember Woodbines. They were one the last unfiltered brands of original-size cigarettes, before everything became “king size” and filtered. Very strong, too.
