Sorry to bother you, but I need a little help.
My wife (Happy Mother's Day) is a pre school teacher, and wants to have a collage made of pictures of her class of 15. Her idea is to have a horizontal oval of the entire class in the center of the page, then small, individual pictures of the students (head shots) surrounding it. I have Jasc Paint Shop Pro v9, which I am sure would do it, but I am not that well versed in using those sophiticated programs, and I am ubder a time constaint. In searching google, there appear to be ready made free progams, but they all seem to be just able to combine a bunch of rectangular pictures.
As I think about it, maybe collage isn't the right description of what she's trying to accomplsh. Anyway, if you have any ideas, I would appreciate it.

I went to collage but not for very long.
To do your project, I would start with a white background layer, add the class picture as a new layer, use the oval selection tool to establish the horizontal vignette & maybe re-size the group layer to fit the oval, then cut the image area outside the oval, following by adding the students pictures as individual layers, resizing as necessary.

Get the kids to do it as a homework project. Parents are always willing to take over kiddie projects to make their kids look brilliant.
