In four-digit binary, the digits equate to 8421, positionally.

More to the point, I believe the quotes are in binary ASCII Code. For example, here is the first part of the Madison quote decoded:

01010111 = W
01100101 = e
00100000 = [space]
01110100 = t
01101000 = h
01100101 = e
00100000 = [space]
01010000 = P
01100101 = e
01101111 = o
01110000 = p
01101100 = l
01100101 = e

I'd say Baudot Code would be more likely than EBCDIC.

Oh, and thank you for this explanation. I actually understood it. Not why 8=the 1,000th place but I managed to understand the added up numbers. That’s more than I got out of the Computer 101 in college, which I dropped after the first day.
