More to the point, I believe the quotes are in binary ASCII Code. For example, here is the first part of the Madison quote decoded:
01010111 = W
01100101 = e
00100000 = [space]
01110100 = t
01101000 = h
01100101 = e
00100000 = [space]
01010000 = P
01100101 = e
01101111 = o
01110000 = p
01101100 = l
01100101 = e
Wouldn’t EBCDIC be more likely in use in the 18th century?
