In four-digit binary, the digits equate to 8421, positionally.

More to the point, I believe the quotes are in binary ASCII Code. For example, here is the first part of the Madison quote decoded:

01010111 = W
01100101 = e
00100000 = [space]
01110100 = t
01101000 = h
01100101 = e
00100000 = [space]
01010000 = P
01100101 = e
01101111 = o
01110000 = p
01101100 = l
01100101 = e

If you have Windows Powershell:

PS C:\> [char[]]"We The People" |% {[convert]::tostring([int]$_,2)}

Note - if you have Windows 7, it's installed by default. It's available as a free download to add on to Windows versions back through XP SP2.
