The graph below shows the real issue blacks face and I don't see them doing anything to solve it.

No, the real problem is BLM = Islamo-Marxism. Blacks killed by police is just the facade to get blacks stirred up, Islamo-Marxism is the cause.
BLM is not about race or about Black people or Black lives. It is about overthrowing our system of government and replacing it with communism.

And even at that. That is way low. Try SEVEN TRILLION DOLLARS.
This is the real problem. Uncle Sam paying women to have children without fathers. The Black crime rate reflects the destruction of the Black Family. Note that the rate is going up for the rest as well. Black crime is the canary in the coal mine. This chart is probably the scariest predictor for our future I've seen.
I think a lot of Blacks are beginning to understand that BLM is poisoning the well for them (i.e., damaging their image as a group).
BLM is a political movement cleverly disguised as a civil rights organization. Its stated goals are the killing of police and the dismantling of this country as a free republic.
Flying the blm flag is an act of crass stupidity and submission by various mayors and governors.

What is the mindset of a criminal? They think they have a RIGHT to what others have. Giving them free money during the years they are growing up feeds into exactly that mindset. If anything it's amazing we don't even have more crime.
Simple solution, if they do not like America, let’s repatriate them to their tribal homelands.
What that graph shows might not really be fixable, at least not in any way that anyone has the stomach for. It can certainly be improved; the historical record shows that, if anyone has the stomach for it. The welfare revolution of the 60’s, along with all of the other revolutions of that era (sexual, judicial, feminist, etc.) wrought by our elites, were a perfect storm of dysfunction. Nothing was fixed by making things worse on every front.
Gibsmedat is very easy, and that’s been the go-to move for 50+ years. Dealing with issues of IQ, impulse control, and other similar matters (that aren’t skin color but are related to race) across populations in the tens of millions ... well, that’s not nearly as easy as gibsmedat.
It’s all probably going to get quite a bit worse before it gets better.
