If she is 16, then she wasn't born in the 1990s. One could be 26 going on 27 if they were born in 1990. Born in 1999, and you're at least 17 now, going on 18 at some point this year (if not already, if you were born in the first 3 days of 1999).
However, I am opposed to sanctions against those who are not engaging in illegal behavior. If 16 is legal in that state for intimate relations, then flirting should not be grounds for punishment, even from a coffee shop. One could be punished for doing it in inappropriate ways (like a boombox outside of the bedroom window at night in the rain?), but a private note with nothing vulgar in it, handed to someone who is legally allowed to say yes to much more than just dinner, should not face punitive measures. A talk from the manager, or (gasp!) a polite "no thanks" from the recipient, should be sufficient.

Sometimes it’s hard to tell how old they are.
Back in 2008 we flew our 14/almost 15 year old granddaughter up to visit us for a week in Fairbanks, AK. Coming home she had a 3 hour layover in Seattle.
So she was sitting at the gate reading when this young soldier walked up and ask if he could sit by her and she said Yes.
Now she’s always looked older than she really is due to the way she dresses and acts, not like a 14 year old.
She said they talk for about an hour, about music, movies and books they liked. Then finally he looked at her closely and ask, “How old are you?”
She looked up at him with a big smile and said, “FOURTEEN!”
She said she’d never seen anyone move that fast in her life. He was just a blur.
Now 8 years later she’s an ER Tech at a big hospital in the Houston area and going to school to be a Nurse Practitioner.
Really proud of her.

On an innocent and embarrassing note, I bought something at K Mart when I was 22. The register gal was cute and we traded a few laughs.

16 and 22 are a WORLD of difference.
My pop was 33 and mom 20 when they got married. Big gap but more sensible than anyone over 17/18 dating a 16 year old.

There is a difference between pursuing someone that is physically mature but younger than him (even a lot younger than him) and pedophilia. Approaching a physically adult person that is a lot younger than him may be inappropriate to certain modern moralities, but that does not in and of itself make it wrong. Throwing around the term pedophilia that way just diminishes its significance.
