Also both these cities are on Puget Sound rather than directly on the Pacific Coast. That MIGHT amplify waves.

Energy released is far more relevant to an earthquake’s power than the unit-less value like 10^8. In Japan, they don’t even use the magnitude, but have their own shindo scale, which measures earthquake’s actual impact/effect.
