Also both these cities are on Puget Sound rather than directly on the Pacific Coast.

That MIGHT amplify waves.

Similar to the BAy of Fundy.

It looks like Edmonds is built mostly on a bluff above the waterline. It would depend on just where they live.

Energy released is far more relevant to an earthquake’s power than the unit-less value like 10^8. In Japan, they don’t even use the magnitude, but have their own shindo scale, which measures earthquake’s actual impact/effect.
