Because the PURPOSE of food stamps is to get politicians donations.
It wouldn’t be fair to take away Nabisco, Frito-Lay, Pepsico, etc., etc.,’s main reason for donating...
And media makes money off every food stamp item that’s advertised. If it wasn’t for junk and luxury foods media would hardly make anything off food stamps.
So keep those donations and that good press coming to our magnificent politicians who care so much!

I have checked and they have different amount of benefits for every zip code. Someone (or dozens, maybe) has a full time job calculating benefits for every zip code?
Half the budget of these programs stays in the bureaucracy I bet. We could cut the bureaucracy and save many billions without even touching benefits I would wager.

You, like most reasonable people would have no objection (or, less objection) to allowing tax dollars to be disbursed to help people in real need.
Need doesn’t mean steak, lobster, cable television or cigarettes.

I visited Wash DC and NoVa last April.
It’s the only part of America that looks like most of America USED to look.
50% of the commercial and office buildings DON’T have for lease and available signs on them.
DC is teeming with guys in 1000 dollar suits and women in 400 dollar shoes.

The EBT card has one or both of food and cash sides (like having two different accounts on it). The food side is called SNAP and the cash side is called TANF. I will assure you that Wal-Mart did NOT return cash from the food side. The store manager really doesn't want to lose his job and the chain really doesn't want to lose the ability to accept benefits from the government. The terminal management software wouldn't let this happen and auditing systems would quickly pick it up if it somehow did. The sum of the food products must equal the charge.
On the other hand, why wouldn't the person be able to get cash from the cash side?

I couldn’t get food stamps as a Hurricane Katrina survivor after I relocated to Texas. They as much as told me that middle class white men pay for food stamps, they don’t receive them.

When I worked at a Midwestern unemployment office (1988-2000) we regularly shipped homeless people to Florida and other states through county vouchers. It wasn’t a new program when I worked on it.

Remember, food stamps is based on income. Stay out of debt, get paid in bursts, and some years you are “poor” despite wealth.
