Can you really fight city hall? Many of these code violations are just revenue generation actions.

Sounds like a rubber hose solution was ignored. Lady needs some friends.
From 2023, may explain a lot...
The pols in that neck of the woods are out of control.
And there speaks the voice of a judge that makes money from the tax-payers plus probably some money on the side from making rulings that favor the “right” individuals.
Something also says that an HOA is involved somehow.
Yes, it is. This is an excuse for the city to put a tax lien against the property with the intent of foreclosure, and depriving the homeowner of any latitude of action in curing any of the outstanding violations.
All part of an ongoing program for seizure and forcing out "undesirable" residents. Would that this kind of police power be turned upon squatters and illegal immigrants.
I believe the Eighth Amendment of the Constitution should offer her protection against excessive fines. However, it’s worth noting that this document, being quite old, may be considered outdated in some respects.

She is barking up the wrong tree if she expects a Judge to be reasonable. The Judge will side with the regulator who imposed the fine. There is probably somebody with connections who wants the property.
There’s more to this than meets the eye, IMO. I’d be looking into connections of the judge with some property developer or similar who wants that homeowner’s land.
Maybe these judges are making too much money. They seem to have lost touch with reality. Cutting their pay by half might make them a little more realistic.
Thank God I’m fortunate to live out here on the farm in central Kansas.
Some housing regulations are nothing less than another form of “taking” without just compensation and violate the very idea of “private property”, making what is yours not really yours, but the government’s.
I don’t know. I’d love to say it seems excessive. But it seems to be 99% late fees and daily accumulations from letting stuff sit for a decade or more. That’s going to make anything climb. The initial fines were small, but you let them sit and rot for 10 years...
