No, the VP would have to be selected by the new president and confirmed by both houses with a majority vote, I believe. Johnson would not automatically elevate to VP.

I think the point I am making is that would put Newsom into the position of incumbency as VP to run for President in 2024. He would already be halfway through the door to the Oval Office.
