Is it any wonder that the drug industry is trying to slow the use of Hydroxycholoroquine to maintain a market for
remdesivir after it finishes clinical trials?
The FDA has long had a symbiotic relationship with the drug industry, which some might view as incestuous, or worse. It is possible that the FDA is complicit in delaying use of hydroxychloroquine to allow a window of opportunity for the profit from Remdesivir.
I think the unspoken concern is the shortage of quinine derivatives that may develop - as people who aren’t ill with covid-19 ask their doctors to prescribe the drug:

This patent may have encumbered anyone seeking to further develop a treatment for the Coronavirus family of diseases, based on work associated with that outbreak. SARS receded into the background after the outbreak of 2002-2003. The connected research has now become applicable to the current viral outbreak, and is not limited by this prior patent. New vaccines will obtain patent protection, and a price tag to cover development costs.
