Not really. Try looking at the whole quote, and you'll see he said 57, with (he thinks) one left to go. And, he wasn't allowed to go to HI or AK. So his quote actually shows that he thinks there are 60 states. Still a very embarrassing statement, but not the big conspiracy your statement takes it to be.
