The problem with this view - that must be decided - is do you just keep stepping around it until it covers the whole ground and you cannot keep from stepping in it and must deal with it in greater quantities? Or do you initially recognize that the problem will grow and nip it in the bud?
This falls under the category of the lack of understanding your enemy and their vision for victory.
