True, but an arrest for what? Because he was selling cigarettes at the time, or because he had in the past sold cigarettes? The article claims that no cigarettes were found on him. If that's true, then there was no reason to bother him. There's a lack of information in the articles. They may have observed the sale earlier. They may have had a warrant. We don't have enough information.

When the victims' families sue the snot out of them, and barring that, when
they've attended enough funerals of their deceased former-thug-cop buddies
and finally realize that it could happen to any of them at any time.

The police were inhumane and stupid. The man weighed 400 pounds, and I SERIOUSLY
doubt that he could even touch his fingertips together behind his back, let alone lock his
wrists together.
And when a man is on the ground with a bunch of thugs whacking his head on the concrete
sidewalk and choking him, and he SCREAMS (possibly more like “wheezes”) out “I can’t
breathe!” six or seven times before dying, I would say that the cops actions were ‘way over
the top.
This was murder by negligent, cruel, inhumane cops who should get tossed into the general population when they go to prison for their crime. And get those tats acid-etched off them.

From what I have seen on watching the t.v. program, COPS, his “mouthing off” could have a simple “why?” from him.

I would need to know more about the reason they were questioning him, but from what I can tell so far, is that they were legitimately asking him about selling back market smokes. He did not need to resist.
