Is it just me, or is Huma Abedin wearing bell-bottom pants to hide an ankle monitor?

Hillary Clinton and John McCain have both been spotted with ankle-concealing devices recently, as well. Is it just a coincidence or something more?

One wears an ankle tracking device only after one has been, at least, charged with a crime, and out on bail.

Don't the courts have some power to detain material witnesses and prevent their flight? I would assume that electronic surveillance would fall into the courts' power over material witnesses.
