The only two things obama ever really cared about besides schmoozing with celebrities was anything to do with the LGBQxyz community (since he was a bonifide member) and his fellow muslims. Aid to Africa is not only a waste, it does more harm than good.
There are a number of reasons, probably enough for dozens of sociology students to get masters or doctoral degrees out of analyzing them.
One factor is that the history of European interactions in Africa is a history of exploitation. This leads to continued resentment and friction. Had the Europeans endeavored to interact with the Africans as partners, history might have turned out differently.
Another is that the Africans have not been socialized to the values most functional societies hold. You cannot expect countries to function as democracies or republics when none of their citizens have ever been taught in that tradition. The history of the continent of Africa is one of conflicted tribalism (much like the history of the Americas before we arrived). They haven't moved beyond that.
Yet another factor is that there are still severe problems with infectious disease and malnutrition in Africa. These diseases kill off most young children, and those who survive have decreased intelligence because the energy that should have gone towards brain development was used instead for survival. If the conditions for optimal brain development do not exist within the first few years of life, brain development is permanently impaired. It is very difficult for countries to develop when they don't have the intellectual base.
Solving the problems of Africa is a slow process. It actually is in our best interest to do so (IMHO) because it has impacts on US security in the long run.

The tragedy was that colonialism did not last quite long enough. It came close in Kenya, Rhodesia, and South Africa.
But the evil of leftism corrupted Western values and imposed corrupt African leaders on the former colonies.
Much of the gains made under colonialism have been replaced by kleptocrats and recurrent tribal warfare.
They were basket cases before colonial rule and after. Considering their natural resources are plentiful to support various industries and a fairly decent economy, most countries should rank with the better European countries (OMG! that’s racist!!)
