I haven’t read all the responses but I’m thinking water cannon and rubber bullets?
If they suddenly smell nice, they will be confused as the herd is visually still there, but they cannot smell them.
This will enrage them, and they will lash out at each other..
The same way that Ronald Reagan as Governor of California handled the Berkeley riots. Buck shot, and Tear gas.

Obnoxious-drive them 20 miles down a dirt road, hand them a water bottle and an energy bar and point them to town.

Ask them where they got their ready made signs and how they received notice of where to get on the buses.
All rioters settle right down after a few get shot. At least bring out the fire hoses.
Get them stoned and load them on a bus to some place remote, like the Dakotas.
Send them all to Baltimore - I hear the mayor has a space set aside for them to destroy...

I liked it that (NYPD was it? ) blocked access to the freeways. Here in California we INVITE them onto the freeways so they can blow off, to the detriment of law-abiding DRIVERS trying to get somewhere.
I think the law should be implemented: peaceful protest is one thing, within limits. The minute someone throws a bottle, spits a loogie, breaks a window - they are arrested. Doesn’t matter how many of them need to be arrested.
Peaceful within limits - boundaries are how you handle your kids so they don’t get hurt OR out of control and you don’t. Good law, good boundaries will protect the citizens from chaos.
