Who is politically in charge of the Berkeley police? Why didn’t more police enforcement happen?

Answer to the first question - the university president, for the university police, and the mayor (or perhaps technically his city manager), for the city police.

And I think the answer to the second question becomes obvious.

A city the size of Berkeley has a lot more than 40 policemen, and they can be called out in an emergency. And there are mutual aid agreements. Beyond that, you can ask the gov to call out the Guard.

It would not be too hard to bring in more police and also to capture the terrorists. All you'd have to do is set up a barricaded or walled in area nearby and sucker them in with a few black clad, masked infiltrators, then close it off. I could say more but I don't want these local terrorists to read it. Suffice to say any reasonably skilled PD force could easily capture them. They didn't because they didn't want to probably due to orders.

New Orleans has long had a law on the books forbidding the wearing of masks at public demonstrations (except during Carnival). The police actually enforced it at a leftist riot - er, demonstration - last week.

Many cities do have such laws, particularly in the South, where it was meant to stop KKK activities. It’s time for other cities to pass them, and time for them to be enforced.

Permitting hooded thugs to control an event is a dangerous thing and violates the rights of all of the other participants to free speech and free assembly.

I heard one Antifa protester, a woman, proudly proclaiming “Hey, we found a bunch of Nazis over there!”

These people should be arrested, and while they are waiting around in jail, given some historical reading materials. Are they really so stupid that they do not know that they are mimicking the exact kind of behavior that Hitler's thugs exhibited in the 1930s? Perhaps, if they become aware that they are using Nazi tactics and promoting Nazi agendas, some of them will wake up and realize that they are the monsters they claim to stand against?

Berkeley Mayor Jesse Arreguin is just about the dimmest bulb ever to hold office.

Berkeley's first (and hopefully the last) Latino Mayor, he tweeted before the riot, “Using speech to silence marginalized communities and promote bigotry is unacceptable. Hate speech isn't welcome in our community.”

His “community” then set about making sure that speech he said “isn’t welcome” didn’t happen.

Once his Brown Shirts took his words to heart and started a riot, he chimed in with, “Violence and destruction is not the answer.”
