Put squads of police officers and military on the rooftops and begin shooting at the real agitators when they start up their BS. Any that beat or attemp to bludgeon others to death should be filled with holes to save innocent lives. I bet the protesters will run like cowards when confronted by real men. Enough of this BS. Answer to the first question - the university president, for the university police, and the mayor (or perhaps technically his city manager), for the city police.
