Answer to the first question - the university president, for the university police, and the mayor (or perhaps technically his city manager), for the city police.
And I think the answer to the second question becomes obvious.
40 policemen against thousands of protesters wouldnt have ended good. They’d have to get up on the roof and start lobbing tear gas canisters. You can’t meet that type of force on the ground with shields and billy clubs. Too many protesters.
