I wouldn’t disagree with your comparison of Bush-Clinton-Bush with Reagan. He did condemn the Osirak bombing, though did nothing beyond that. Jihad would have grown, but Bush I and Clinton certainly did little to fight, and more than a little to portray the US as inept.

Condemning is one thing. Doing what Bush/Clinton/Bush have done to Israel is quite another. IF Reagan had known about the reactor bombing before hand {a good chance he did but the USSD did not} I don’t think he would have stood in the way. As for terrorism itself. Gerald R Ford started us on that path and Carter helped it along. By the time Reagan took office state sponsored terrorism had taken a foot hold in the world. It was Ford who put a prohibition on assassinations of such thugs. From then on they felt safe to do it. Qaddafi, Amin, Arafat, and the rest.
