I don’t know who Francis’ message is addressed to, but if it is to the western world, he’s just stating the status quo. No western country is criminalizing being homosexual nor is anyone in government even proposing to.

But, but, but, I wish he had more forcefully expounded on the “sin” part because that is where his moral guidance for the Catholic Church is needed.

What isn’t a crime in human society is still a crime against God’s established moral laws and that’s where he should use his authority as Pope to give moral guidance.

Why does the Texas criminal code still ban "homosexual conduct"?

Homosexual conduct is still a crime in Texas; although the Supreme Court ruled the law unenforceable in 2003.

In 1973, Texas made homosexual conduct a criminal act. People caught in the crime could be fined up to several thousand dollars and face jail time. Three decades later, the U.S. Supreme Court struck down the law in Lawrence v. Texas — a landmark civil rights case. The ruling invalidated similar sodomy bans in 13 other states.
