Now you are putting words in his mouth. Rush did not say that.
Rush is concerned with race. He very much would like every black person to get the credit for the hard work they put in. Not credit for merely being black.
You can see this as he defends Rice and Powell from accusations of being uncle toms.
You can see it when he expresses concern over black coaches becomming the pawns of the NFL.
You can see it when he defends the Eagles defensive players, many of whom are black, because they aren't getting the credit they deserve because the media decides to give all the credit to their quarterback to promote their own misguided agendas.
Rush believes in giving merit where it is earned equally, not on the basis of race.
He was promoting a lot of black players with his thoughts.
