You are correct, it is the southern wall that is buldging about halfway down. The collapse that just occured is at the top of the southern end of the WESTERN wall.

The southern wall is actually two parallel block walls filled inbetween by dirt and rubble. The Jordanians 'fixed' the buldge in the southern wall by pumping the void space between the two block walls full of cement which will place a greater load on the buldge and cause more internal erosion since the new concrete will now cause more run off and less absorbtion.
