And then stalled even though we spent MORE on the War On Some Drugs and imprisoned MORE users and dealers. It is clear that the decline had NOTHING to do with the War On Some Drugs.

Claims similar to yours are made all the time, probably by people who fervently believe it's true. But it's not true (in fact, the opposite is true) and I've yet to see anyone who makes those claims back it up with facts or statistics.

You don't suppose the rise in crime has anything to do with a large immigration influx of 3rd worlders during the same period do you?
