Yikes. Some are called towns, townships, boroughs, or parishes ... depending on the state.

I would seach for "incorporated places".

Not every state calls all of it's governed populated areas "cities". The US Census Department doesn't even consider it a "city" unless it has more than 10,000 people. And they don't compile detailed statistics until they reach 25,000 people.

You may have to change your definition.

Good point. It's accurate to say "incorporated places" rather than incorporated cities.
