Plan unveiled to restore ministry buildings

Baghdad, Iraq Press, September 17, 2003 – The Ministry of Planning has earmarked nearly 100 million dollars to reconstruct and repair ministry buildings and keep the capital clean and tidy.

The first post-Saddam cabinet was announced on September 1and apart from the oil minister none of the other 25 members could resume work in offices or buildings occupied by counterparts who served in the ousted leader Saddam Hussein's government.

Ministry buildings were bombed during the war and were later emptied of their contents including electrical wiring, window panes and floor tiles by looters.

"We have received detailed reports from the ministries regarding their needs and what it needs to be done to refurbish the buildings," Anwar Jameel Buni, a director-general at the Planning Ministry told Iraq Press.

He said work has already started at the Health Ministry and some 50 million dollars have been earmarked for health projects throughout the country.

He said huge sums of money were in the pipeline and hundreds of thousands of those currently unemployed will have the chance to find decent jobs.

The 2004 budged is projected at 13 billion dollars and the United States has earmarked 20 billion dollars for reconstruction.

Buni said work will soon start to rehabilitate the devastated buildings belonging to the ministries of Industry, Interior, Religious Endowments, Housing and Foreign Affairs.

Meantime, a team at the Baghdad Municipality is working to renovate and repair all government buildings in Baghdad and the provinces.

"We are at the stage of estimating the costs to embark on the reconstruction of these buildings. We have a new cabinet and the government needs well-refurbished locations to function,"Hadi Faeisa al-Salmani said.

He said the municipality has spent 11 million dollars in Baghdad alone since its fall to US troop on April 9.

"We have cleaned major thoroughfares and extended services to most areas. We are collecting garbage, repainting streets, repairing sewage and water pipelines and trying to keep Baghdad clean and tidy," he said.

He said the municipality has made 200,000 job opportunities available in Baghdad alone.

Workers earn 3 dollars a day, which is three times the daily wage under the ousted ruler Saddam Hussein.

We are building a new home and our contractor says that lumber prices will be at an all time record high in about six weeks because the government is buying it all up and sending it to Baghdad. Logging was also cut way back during the fire season... not a great time to be buying lumber for a house.

I would rather see some of my tax dollars go to clean up the aftermath of war,which I supported and continue to support, than a single dime go to the UN or to prop up North Korea.

But then, I view it along the lines of "teach them to fish, as opposed to give them a fish one day".

We know how to "fish" in the USA, and jobs here are not "created" by government, only hampered or not, depending on the level of government interference and taxation/regulation.

The people of Iraq would be wise to include a ban on government mandated socialism programs in their constitution, since they have the opportunity to start fresh, with the history of the entire world as an example, to learn what works, and what does not.

Frankly, I would much rather see a percentage of my tax dollars go to Iraq, than to the the BATF, or whatever its new acronym under the Department of Homeland Security turns out to be.

They are getting loans. They will have a hundred billion in oil rev in two years. GWB is not giving them anything. The 87 billion is twenty billion between afganastan and Iraq. The balance is for military equipment,which is tax dollars going to american business.

News people keep using the words "for Iraq" as if it was for projects like this rebuilding. They are getting a million barrels of oil a day. Do the math on the closing price of oil and what they are shipping. The French and UN want their hands on those dollars which ended with Saddam.
