BERLIN - German Foreign Minister Joschka Fischer asserted Wednesday that US policy in Iraq had failed while calling for German-American ties to be redefined on the basis of equal partners.
"The American domino theory under which a liberated Iraq was supposed to stabilise the Middle East and democratise one country after another has not proven right," said Fischer in an interview with the news magazine Stern.
He added: "The decisive question now is whether a strategy which has not worked will be replaced by one that can."
Fischer said Germany wanted a swift handover of sovereignty in Baghdad to Iraqi nationals and the United Nations. Moderate Arab and Islamic states must also be involved in stabilising Iraq, he said.
European states would hammer out a new plan for Iraq within the coming two months, Fischer said without giving any further details.
While insisting transatlantic ties remained important, Fischer said in a separate speech to parliament that things would have to change between Berlin and Washington.
"This means we must approach one another as partners," said Fischer, adding that Germany needed to hold a fundamental debate about the future of transatlantic ties.
Berlin would insist on a new multilateralism in global politics, said the minister.
Ties between Germany and the United States have soured over the Iraq war which German Chancellor Gerhard Schroeder and Fischer strongly opposed.
I mean it's been a whole 5 months and the haven't fixed the entire middle east yet. What a dismal failure.

"During my tour of duty with the units above, we were very successful in working the domino theory against innocent bankers, businesmen and other innocent bystanders", said Fischer.
"We are not returning to the corrupt and oppressive Food for Oil regime. Iraqis deserves sovreignty over their economic lives, and don't need the UN dictating it. The UN is holding billions of dollars of the Iraqi people's money, and that should be released to them."
And such...not that it's going to happen...everyday I see more newspaper articles, more Demo presidential candidates tacitly saying Iraq should be returned to UN economic subjugation. Bush is losing on this point, and the Demos are getting unchallenged reportage.
Whatever happened to those insightful WSJ articles about the UN and Food for Oil? shouldn't they be revved up again?
IMO Bush's "out" on this one is to make it clear that Chriac and Schroeder are acting to protect their economic interests, and that the well-being of the Iraqi people is distant from their concerns.

2002 : (FISCHER, WHO WOULD ONE DAY BECOME FOREIGN MINISTER OF GERMANY, APOLOGIZES TO GERMAN POLICE OFFICER HE BEAT IN APRIL 1973 AFTER PHOTOGRAPHS PROVE HE WAS ONE OF THE PERPS) German journalist Bettina Roehl (daughter of the late Ulrike Meinhof, co-leader of the terrorist Baader-Meinhof organization) revealed later that Fischer did indeed belong to a Frankfurt/Main terrorist group during the 1970s. She also provided pictures showing a helmeted Fischer beating a German police officer during an April 7, 1973, violent demonstration in Frankfurt/Main. The pictures show Fischer fighting side by side with Klein, Carlos's deputy in the 1975 attack on the OPEC headquarters in Vienna. FEBRUARY 10, 2003 : (BERLIN-MOSCOW-PARIS AXIS) On February 10, 2003, the government of Germany began building a new, anti-American Berlin-Moscow-Paris Axis. As one of the former Soviet bloc experts on German matters (and chief of a bloc intelligence station in West Germany), I had been waiting for something like that to happen ever since October 1998, when Joschka Fischer became Germany's foreign minister. Actually, the American domino theory does work, and the proof is right in front of him, from Germany to Moscow, all the dominoes have fallen, and except for Belarus, there isn't a single communist government left in Europe.
The fight isn't over, the fight will never be over, the communists are busily burrowing into the free governments of Europe and Brussels for good measure, but those are dominoes for another day.
