No, referendum only is possible within 90 days of a law being passed.
If it actually is being signed into law by guvner doofus right now then the referendum signatures must be turned in to the Sec State of Cali by Dec.4, 2003.
So we could still push an initiative then even if we can't gather enough signatures by the end of the 90 day period. Correct?
