No it didn't. That's one of the weird things about this case. None of the pictures I've seen show a drop of blood. It didn't even damage the police car he was next to. And the bomb looked huge.

This is a very popular means of extortion in Colombia/Venezuela. It is no longer sensationalized because they fear it will spread, but it has spread nonetheless. Venezuelan police have successfully disarmed one not long ago.
