Pizza boys, UPS drivers, postal carriers, meter readers, and school crossing guards are ideal "suicide under protest" couriers for anyone wanting to really screw with the "system".

I wonder if our CIA has any plans like these in foreign operations arena's? America does tend to write the book on psy-ops and covert dirty tricks ya know. Maybe someone is uctually using our playbook which may have escaped from pandora's box?

Saddam Hussein's secret police had more dirty tricks up their sleeves for screwing with people than the CIA ever dreamed up; same goes for even the Bulgarian secret police back in the Cold War, noted for assassinating defectors with ricin-tipped umbrellas. The CIA is not responsible for all the dirty covert tricks going on in the world or even most of them.

It doesn't take some vast state-sponsored organization to do stuff like this.

Any sufficiently immoral person can concoct this stuff up if motivated enough- not everything that happens has state-sponsorship, not everything that goes on has an American scheme behind it, and in spite of all the tinfoil theorists out there, the CIA is not some pervasive, all-powerful entity that has its fingers everywhere, looking to bell pizza deliverymen with bombs to obtain operating funds.
