In the early 90s, the Congress declared any veteran who served on or after August 2, 1990 (the date Saddam invaded Kuwait) to be a wartime veteran. There has never been a closing date established for that status.

Yes, she is. She has already received combat-only awards. (the PH for one). Everybody who serves in Iraq gets credit for a combat tour. So do the people in some of the surrounding area... same as Afghanistan. We got credit for a combat tour, so did the logistics people in Uzbekistan who worked around the clock trying to undermine us!
