It is in one of his books, the first if I remember correctly.

The complete section of that stat goes on to say while LEO shoots the wrong person 11% of the time, non-criminal citizens shoot the wrong person less than 2% of the time.
There are several factors in this.
1. The armed citizen is normally on the scene from the start of the situation while the police have to enter the situation cold.
2. The police are now trained with more military-like tactics.
3. The general public is less likely to shoot before fully understanding the stituation (and more likely to take a wound or worse).
Remember the first police department was not formed until the 1840's. And, it was to control the unwashed masses of immigrants for the political bosses in NY, NY. From the same people who introduced gun control into the USA...
