You have a totalitarian mind. The state is responsible for those it incarcerates. Massachusetts did not fulfill its responsibility. It doesn't matter which crime Mr. Geoghan committed: he was not given a death penalty by the state. It had a responsibility to protect him. Mr. Durce (?) threatened to do harm to Mr. Geoghan, and the state did not respond.
