Can he cast a sustained veto on any law liberalizing the procedure? Can he get a law banning PBA passed? No one can. It is irrelevant except as a academic exercise.

What he can do, as a pro-abort gov of the biggest state, is give the pro-aborts in the Republican party nationwide more leverage to turn the party their way. Remember how Pete Wilson went to the 96 convention demanding that the pro-life plank be dropped. Arnold will have a lot more influence than the uncharismatic Wilson
