I'd be surprised if you, McClintock, or anyone else could put together a budget for California for next year without some increased taxes. The legislature is Rat-controlled, as you know, and getting them to cut off their core supporters will be tough.
My hunch is that there will be some tax increases, hopefully automatically limited in duration, or linked to some other external factor.
Maybe not. Maybe the next governor can balance the budget totally with spending cuts. But I doubt it. The population there has proven that it believes it's entitled to the proverbial free lunch.

The next governor of California will need to do both. How is any governor going to cut the state budget by 30%. Most of this stuff is fixed expenses. What is the new govenor going to do; layoff 700,000 state employees ($50billion/$70K average all inclusive = the entire state employee population)?!
