It is so easy to forget that Congress is something more than just a rubber stamp or a mere obstacle.

It is actually within Congress' power to act in a fashion both useful and creative...

... and it's within the people's power to recompose the makeup of Congress. In fact it is essential, given the hubris and running amuck that so often afflicts career congress critters, e.g., Robert Byrd, Teddy Kennedy, Charles Schumer, Diane Feinstein, Carl Levin, ad nauseum.

It took a scandal and a murdered girl finally to evict Condit, but it'll take more than that to cycle out the rest of the deadwood.

Term limits would be nice, but anyone who thinks congress will vote it into existence is suffering from a reality deficit disorder.
