Yes, Ratliff can be physically brought back to the Senate, but I don't read the Constitution as saying that he HAS to be or that that has to be done/tried before other actions such as fines or penalties can be taken. Therefore, I would issue an public ultimatum (he'll HATE that) that if he does not return within 24 hours he will suffer the same fines as the Democratic runaways. Gotta be evenhanded, you know. It's called bi-partisanship.

Then if he does not return or pay the fines (which of course he will never do), all runaways including Ratliff should be expelled. Again, bi-partisanship rules!

Works for me. At the end of this fight I expect him to switch parties, anyway.
