Bill Richardson was on earlier and he stated that the Clinton administration "wanted" to do something about the deteriorating system and the potential future problems and the need was there
but, blah, blah, blah...
Translation: Well, basically, they never did address the problems that they had apparently detected.
Like Rush always says about the Clinton admin - it was good enough if they "wanted" to do something. Intentions always mattered more than action.
