Probably. I don't know why everyone wants to think "Terror". Even if it turns out to be human induced, what is there to gain by thinking terror at this point? Panic? It is a side to human nature that escapes me. Reaction to crisis should be calm reasoning and deliberate action. Could you imagine being wheeled into an emergency room, injured but awake. The nurse and the doctor scream and wring their hands. Sheeesh

True. But HOW you react depends on what the threat is. For example, in a "normal" power failure, going to street level makes sense. For terrorism, street level is where gases and germs settle...
