I'm way out here in the SW ---after the news came out about the big black-out, it was fun going around turning lights off on people just to watch their faces.

that appears to be an indication of the utility picking up load in areas that are blacked out. They'll pick up a little, the lights dim. Tnen they wait for the generators to catch up - the lights brighten up a bit. Then they pick up a little more. And so on...
