Yeah, they could be safety lights that are battery powered. Usually used to light corridors and are activated by optical sensors.

Yes, per last commentator on CNN they are backup generator lights.

Power is coming back on. CNN reporting, not confirmed, that power is starting to come back in Detroit, Akron, etc.
I think I'll open a window and go to some of those city news websites to see if they are reporting power up (if they are up and running).
FOX NEWS down live it looks like...they just put on Fox Magazine.
